This conference serves as an international forum for computer scientists, linguists, information engineers and system users with interest in computer processing, recognition and understanding of oriental languages. Submitted papers should describe original work, completed or in progress, rather than merely planned, and clearly indicate the current state of advancement of the work. No previously published papers should be submitted. Topics of interest include but not limited to the following areas:

   TUTORIALS, PANELS AND EXHIBITS

Proposals for Tutorials and Panels should include a two or three-page summary containing the title, proponents, contact information, abstract, description and the background of the proponent. The proposals should be sent before March 1, 2003 to iccpol2003@s1000e.cs.tsinghua.edu.cn.

Applications for Exhibits: Applications to exhibit at the conference should include, in English, a description of the products to be exhibited, and space needs. The cost of exhibits, if any, will be borne by the exhibitors.

   INFORMATION FOR AUTHORS OF REGULAR PAPERS

Papers should be written in either English or Chinese, with no more than 10 pages of text (including figures and references) and a 200-word abstract. Electronic submission in PDF or WORD file is preferred (email address: iccpol2003@s1000e.cs.tsinghua.edu.cn). In cases that the email facility is not available, please send three copies of the complete manuscript before March 15, 2003 to:

   PUBLICATION

All accepted papers will be published in the proceedings which are planned to be published by Tsinghua University Press. The international journal of computer processing of oriental languages (IJCPOL) has been contacted for a possible publication of a special issue for best papers in this conference.

   CONFERENCE VENUE

Shenyang is a major industrialized and prosperous city in the north-east China, and has embarked on the road of development towards the economic center in north-east Asia.

Shenyang is also a famous historical and cultural city in China. It has the distinction of being the only one to have historical interest. It is the cradle of the Manchus, and started as a trading centre for nomads as far back as the 11th century. Nurhachu, the first emperor of the Qing Dynasty, moved his capital here in 1625. It became the leftover capital of the Qing Dynasty since the Manchu conquest of Beijing in 1644.


The Imperial Palace is a typical scenic spot in Shenyang. It was built by Nurhachu, chief and his heir Huangtaiji (the predecessor of the Man nationality). It is well-known for its strong characteristics of Manchu, Mongolian and Han styles. It has possessed a huge collection of valuable palace cultural relics of Qing dynasty, for example, "The Tiger-veined Double-Edged Sword" of Nurhachu.

The 2003 National Joint Symposium on Computational Linguistics (JSCL-2003) will be held in August 8-11, Harbin, another famous city in north-east China. All participants of ICCPOL-2003 are welcome to join JSCL-2003.
